Poverty-stricken students and fellow students with German residency who are studying at a university within the area of responsibility of the Studentenwerk Hannover, are not on leave of absence, do not live with their parents, and have difficulty paying the increased energy costs.

- Hanover University of Music, Drama and Media
- Hanover University of Applied Sciences and Arts
- Hanover Medical School
- University of Veterinary Medicine Hannover
Kollegiat*innen of the Studienkolleg of Leibniz Universität Hannover who pay the Studentenwerk fee and reside in Germany may also apply.
The following criteria must be met:
- The monthly regular income is below €800 (and thus considerably below the BAföG maximum rate).
- It is confirmed in the application that increased energy costs have led to hardship.
Students who receive BAföG cannot apply for the allowance. Since the fund is public money, it must be fully counted towards BAföG: The support from the fund would be deducted in full from the BAföG support. However, it should be emphasized here that BAföG recipients (have) twice received a heating allowance via the BAföG department.
Students who have received housing allowance for at least one month in the period from 01.09.2022 to 31.12.2022 cannot apply for the allowance, as they will additionally receive a heating allowance of up to € 415 in March 2023.
Students who live in a dormitory of the Studentenwerk Hannover cannot apply for the allowance, as these students will already be relieved by the coverage of incidental costs in 2023.
