Allocation Guidelines for Studentenwerk's Semester Fee Scholarships for First-year Students

1. Introduction

Prospective students from families that receive social benefits (such as unemployment benefits II, social welfare benefits, basic subsistence benefits or children’s allowance according to § 6a BKGG) often find it difficult to pay upfront the semester fee that is mandatory for university registration. The JobCenter is not responsible for these special expenses and BAföG has not yet been applied for or granted. Refugees receiving benefits according to the Asylum Seekers' Benefit Act (Asylbewerberleistungsgesetz) who are interested in taking up studying are in a similar situation: They often cannot afford the semester fee as the authorities do not pay for these special expenses.

The Studentenwerk Hannover seeks to fill this gap and provides semester fee scholarships to affected first-year students who register at a university within the Studentenwerk's jurisdiction. In this way, we try to enable prospective students from non-university or immigrant families as well as prospective refugee students to start studying.

The scholarship amount corresponds to the semester fee of the university at which the applicant registers. The semester fee includes contribution fees for the Studentenwerk, the Student Union and administration costs as well as the SemesterCard. Each year, up to 75 scholarships will be provided.

2. Allocation Criteria

2.1 Prospective students may apply for a scholarship immediately before they register at a university within the jurisdiction of the Studentenwerk Hannover 1,

  • who have not yet reached the age of 30
    and
  • who seek to register at university for the first time
    and
  • who receive neither a scholarship nor an aid from someone else for this purpose.

2.2 Prospective students immediately before registration may be granted a scholarship upon application if

  • they live in a family (= household in need of assistance, "Bedarfsgemeinschaft") receiving unemployment benefits II, social welfare benefits, basic subsistence benefits or benefits according to the Asylum Seekers' Benefit Act
    or
  • they receive unemployment benefits II, social welfare benefits, basic subsistence benefits or benefits according to the Asylum Seekers' Benefit Act for themselves
    or
  • their parents receive a children’s allowance according to § 6a BKGG for them.

3. Method

3.1 A scholarship can be applied for at the Social Advice Centre of the Studentenwerk Hannover, with the filled-in application form. The application and form have to be submitted in person during consulting times at the Social Advice Centre. You have to apply before paying the semester fee, and thus prior to university registration.

3.2 The application has to include the following documents:

  • copy of the notification of university admission including the request for payment of the semester fee (for subjects with open admission: copy of the online application and a copy of the request for payment of the semester fee. If a language certificate is requested in the admission, also provide a copy of this.);
  • copy of proof of the receipt of unemployment benefits II, social welfare benefits, basic subsistence benefits, children’s allowance according to § 6a BKGG or benefits according to the Asylum Seekers' Benefit Act.

3.3 The Head of the Social and International Affairs Department and one of the social counselors at a time will decide on all received applications. There is no legal entitlement to the scholarship. They are usually allocated in the order of date of receipt of the application. It is, however, taken into consideration that registration at different universities is only possible in specific and sometimes different time frames. If the funds are exhausted, no further scholarships can be awarded.

3.4 Applicants will be notified immediately in writing about the approval or rejection of their application. The semester fee is paid directly to the university.
